Japan Autumn Leaves 2026: Which Roads Jam, Close or Ban Cars
It is 2:30 pm on a Sunday in early November. You are 4 km from the top of the Irohazaka climb to Lake Chuzenji, the maples are at their peak, and the car has moved 800 metres in the last hour. The Nikko tourist association's own advice for this exact moment is blunt: between 14:00 and 15:00 on peak weekends the climb "can take more than 3 hours". The bus next to you is in the same queue. The people who are enjoying the leaves right now got here at 8:30.
That is the whole problem with koyo season and cars in one scene. In spring, summer and winter the question "train or private car?" is mostly about luggage, group size and time. In autumn it is also about whether the road is open at all, and to whom. Japan's most photographed autumn spots each have their own rulebook — one-way mountain passes, weekend pedestrian zones, private-car bans, parking lots that close for construction — and most of it is published only in Japanese by prefectures, city halls and park offices.
This guide collects those rules for 2026 with their sources, then does something transfer companies don't usually do: it tells you where a car is the wrong choice. Where it is the right one, the fixed prices are at the bottom.
Where does a car actually fail in autumn leaves season?
Start with the honest list. The table covers the rules that were in force or officially announced as of late August 2026; where a city has not yet published its 2026 dates, the previous year's pattern is shown and marked.

Two things stand out. First, the worst jams (Irohazaka, Korankei) punish buses and cars equally, so "take the bus to avoid traffic" is not advice, it is a different seat in the same queue. Second, the real car bans (Kamikochi, Arashiyama's weekend zone, Shirakawa-go's daytime request) are absolute — no driver, however local, gets you past them. Plan around them rather than hoping.

Where does a private car actually earn its price in autumn?
Everything above is about where the car loses. Here is where it wins, with the reasoning rather than the sales pitch.
1. The early weekday start to Oku-Nikko
The Irohazaka jam is a clock problem, not a road problem. On a weekday, or on a weekend with a 6:30 departure from a Tokyo hotel, the climb takes its normal 20 minutes and you are photographing Ryuzu Falls before the tour buses arrive. By train the sequence is a Tobu limited express to Tobu-Nikko and then the bus up the same climb — 48 minutes on the timetable, "much longer in congestion", as Tobu Bus itself prints — so you join the same queue, just later in the morning. The seasonal express bus via the toll road (¥1,250, about 45–48 minutes) is quicker but runs a limited schedule. Tokyo Station to Nikko by private car is a fixed ¥62,000 for up to 4 passengers (about 2 hours in normal traffic), and the car waits and brings you back the same evening if you book a day charter instead.
Typical peaks from the Ministry of the Environment's Yumoto visitor centre log: Ryuzu Falls was at its best around 21 October 2025 and mostly bare by 1 November; Lake Chuzenji's shores peaked 1–3 November. The lower Irohazaka and Kegon Falls follow in early to mid November.
2. A ryokan in Gora, Sengokuhara or on Lake Ashi with luggage
Hakone's colour moves downhill through November — Lake Ashi and Sengokuhara in early November, Gora and Miyanoshita in the middle, Yumoto at the end. The Romancecar is a lovely train, but it ends at Hakone-Yumoto, and your inn is a bus, cable car or taxi away up the hill with the suitcases. Tokyo Station to Hakone is a fixed ¥40,000 for up to 4 and ¥45,000 for up to 9 in a HiAce, door to door, about 80 minutes in normal traffic; from Haneda it is ¥46,000 / ¥59,000. 3. Five to nine people
Per-person, the maths flips somewhere around the fourth passenger. Tokyo Station to Hakone in a 9-seat HiAce is ¥45,000, which is ¥5,000 a head for nine — with everyone's bags in the same vehicle and no platform changes. The same vehicle to Kawaguchiko is ¥52,000, to Nikko ¥73,000. The Toyota HiAce takes 9 passengers and 9 large suitcases; no taxi, Uber or app-hailed van in Tokyo seats more than 5.
4. The evening drive back after the Kawaguchiko illuminations
The 2026 festival lights run from sunset to 21:00 on the north shore. A fixed-price car back to Tokyo after that is ¥46,000 for up to 4 from Kawaguchiko to Tokyo Station (about 85 minutes in normal traffic) and the same from Haneda, tolls included — no last-train arithmetic, no change at Otsuki with sleeping children.
5. Kansai: the temples the regulations don't reach
Kyoto's traffic measures are surgical — they cover the Arashiyama riverfront and the Kiyomizu slopes on specific late-November days. Everything else is reachable, and on weekdays so is Arashiyama. Kansai Airport to Kyoto is a fixed ¥30,000 for up to 4 (about 90 minutes), Itami to Kyoto ¥24,000 (about 50 minutes). Nara Park runs free park-and-ride lots in autumn (2025: 18 Oct–16 Nov) because its own car parks fill, and the 78th Shosoin exhibition at Nara National Museum is confirmed for 24 Oct–9 Nov 2026 — plan Nara for a weekday if a car is involved.
Fixed prices that don't move with the leaves
These are the routes autumn visitors ask about most. Every price is the whole vehicle, all-inclusive — tolls, parking, fuel, taxes and meet & greet with a name board at pickup. Free waiting is included: 90 minutes from actual landing on airport pickups, 30 minutes on other rides. Tipping is never expected. Drive times are normal-traffic estimates; on the peak days above, add the jam.

For a loop — Tokyo to Nikko and back in a day, or Hakone and Lake Ashi with three stops — a day charter is priced by the hour instead: Alphard ¥7,000 per hour inside Tokyo and ¥8,000 beyond, HiAce ¥8,000 / ¥9,000, minimum 8 hours, 40 km included per hour, tolls, parking and fuel included. - Public holidays: Sports Day Monday 12 October (three-day weekend 10–12 Oct), Culture Day Tuesday 3 November (no long weekend — a genuinely quieter option), Labour Thanksgiving Monday 23 November (three-day weekend 21–23 November, the single busiest koyo weekend in Kyoto, Hakone and Nikko). When will the leaves peak in 2026?
Nobody knows yet, and anyone giving you dates in August is guessing. The Japan Weather Association (tenki.jp) publishes its first nationwide forecast in September and updates it through November; Weathernews does the same. What exists now is the JWA three-month outlook of 25 August: a warm September to November with "the progress of autumn slow", so colours are expected later than average, as they were in 2025 (which many viewers nonetheless rated unusually vivid after a cold snap in October). Do you need winter tyres for autumn leaves?
In the mountains, sometimes yes. Nikko City tells drivers to fit winter tyres "from the end of autumn" because the Irohazaka and Oku-Nikko roads freeze even on clear days. The Shiga-Kusatsu road (Route 292) closed for winter on 12 November in 2025 and the Konsei pass (Route 120, the back way into Oku-Nikko from Gunma) on 25 December; the old Abo pass on Route 158 was shut by snow on 3 November. Japan's mandatory tyre-chain zones are for extreme snow only and do not include Irohazaka or Route 158, but the Yamanakako–Subashiri stretch of Route 138 between the Fuji lakes and Gotemba is on the list. If you book a car with driver for a date after mid-November, say where you are going so the right vehicle is assigned; if you rent, budget for winter tyres.
Frequently asked questions
Is Irohazaka one-way during autumn leaves season?
Yes, all year. The Second Irohazaka is uphill only and the First Irohazaka downhill only, and since 2019 the last 2 km past Akechidaira is two uphill lanes with no way back. On peak weekends the climb can take 3 hours in the early afternoon; leave Tokyo early or go on a weekday.
Can a private car drop me at Togetsukyo Bridge in late November?
Not on Kyoto's regulated days (late-November weekends and holidays; 2026 dates due in late September). Nagatsuji-dori is pedestrian-only 13:00–17:00 and one-way earlier, Saga-kaido one-way all day. Be dropped outside the zone, or go on a weekday.
Can I drive to Kamikochi?
No — private cars are banned every year, in 2026 from 17 April to 15 November, and the valley closes on 16 November. Park at Sawando and continue by shuttle or taxi; ask your car operator whether it may go beyond Sawando.
How long is Tokyo to Nikko by car in November?
About 2 hours from Tokyo Station in normal traffic, fixed ¥62,000 for up to 4. The variable is the Irohazaka climb; a weekday or a 6:30 weekend departure keeps it near normal.
Is a private car cheaper than the train for a family going to Hakone?
Per person, usually only from four passengers up: ¥40,000 for up to 4 (¥10,000 each) or ¥45,000 for up to 9 (¥5,000 each) from Tokyo Station, door to door to the ryokan. For one or two people with light bags the Romancecar wins on price.
Do I need winter tyres in November?
In Nikko, Kamikochi and the high passes, quite possibly; Nikko City recommends them from late autumn. Mention your destination when booking a car with driver.
When will the 2026 leaves peak?
Forecasts start in September. The current three-month outlook points to a later-than-average season; typical windows are late October for Oku-Nikko, early–mid November for Hakone and the Fuji lakes, mid-November to early December for Kyoto.
