Renting a 9-Seater in Japan: Self-Drive vs With Driver

One Search, Two Completely Different Products

Type "9 seater rental Japan" and the results mix two things that only share a body shell: rental counters that hand you the keys to a Toyota HiAce, and transfer companies that hand you a driver with one. Most guides pretend only one of them exists. This one does the honest split: what self-drive actually requires, what a driven van actually costs, and a decision table by itinerary — because the right answer for a Hokkaido road trip is the wrong answer for a 22:30 landing at Haneda with nine suitcases.

Option 1: Self-Drive — What It Actually Takes

Major Japanese rental chains (Toyota Rent a Car, Nippon Rent-A-Car and others) do carry 9–10-seat HiAce-class vans, and an ordinary car licence covers them — no bus licence needed. Before you book one, check four things:

• The permit. Japan accepts International Driving Permits issued under the 1949 Geneva Convention, carried together with your home licence. A few licensing countries — France, Germany, Switzerland and Taiwan among them — sit outside that convention: their drivers need an official Japanese translation of the licence instead. The rental counter checks documents at pickup, and without them you simply don't get the van.
• The driving itself. Japan drives on the left in right-hand-drive vehicles. A HiAce is long, tall and van-shaped — manageable, but not the vehicle you want for your first-ever left-side drive out of an airport garage at night.
• Tokyo parking. Central coin parking bills in 15–30 minute blocks, many lots exclude tall vans outright, and hotels charge for overnight parking when they can take the van at all. On a city-sightseeing day this cost — in yen and in circling-the-block minutes — adds up faster than the rental rate itself.
• The sober navigator problem. One person in your group isn't on holiday: they're driving, they're parking, and they're not having sake at dinner.

Rental rates vary widely by season and company, so we won't quote a number that's wrong by the time you read it — check the chains' own sites for live rates, and budget separately for expressway tolls, fuel and insurance excess options.

Option 2: With Driver — What It Actually Costs

Where Should You Book a 9-Seater — Local Operator or Global Platform? (Aug 2026 Prices)

If you've decided on "with driver", the next fork is where you book it — and for 9-seaters the gap is unusually wide. The reason isn't a sale — it's structural. Global platforms don't list the HiAce; their van tiers top out at 6 passengers and 6 bags, so 8 suitcases force you into the 12-seat Sprinter class, priced centrally in dollars for a worldwide fleet. Japan's own group vehicle is the HiAce, and local operators price it in yen: Haneda → central Tokyo runs ¥20,000 locally versus ≈¥40,600 (US$255.36) for the platform minibus. Same airports, same motorway, half the price — and honestly, if the local operator's number is within a couple of thousand yen of ours (as Hire Taxi Japan's is), either is a sound choice. What costs you real money is defaulting to a global brand for a vehicle class that is fundamentally a Japanese product.

The Bottom Line

Self-drive is a real option, not a strawman — for the right trip it's the better one, and we'd rather tell you that than sell you a charter you don't need. But for the two situations most groups of 6–9 actually face — getting from an airport to a hotel, and covering a city day without a parking headache — the driven HiAce costs about what the train would per person and removes every piece of friction at once.

Nine seats in Kansai: KIX, Itami, Kyoto and Osaka

The same comparison holds in Osaka and Kyoto, and the driving case is harder there: Kyoto's central lanes are narrow, seasonal traffic regulations close parts of Higashiyama and Arashiyama to cars, and hotel parking for a 9-seat van is rarer than in Tokyo. A driven HiAce from Kansai Airport to Kyoto is ¥34,000 for up to 9 people and 9 large bags, ¥3,778 each when full.
