Under 6 = seat required (Art. 71-3)
The Road Traffic Act obliges the driver of any car carrying a child under 6 to use a child restraint. It is a driver-side duty, so in a private or rental car the person behind the wheel is the one liable.
Taxis and buses are exempt (Ord. 26-3-2 (3) vi)
The Enforcement Order lists 'a driver of a vehicle in general passenger transport business carrying a child who is a passenger of that business' as a permitted exception. That is taxis and route buses — which is why they carry no seats.
Exempt ≠ safe
The exemption removes the driver's penalty; it does nothing in a collision. A lap is the worst place for an infant when a car brakes hard at expressway speed. Japan's police and the JAF still recommend a seat in taxis whenever one can be arranged.

Rental-car seat fees vary by company; we don't quote them here. The Uber row describes Uber Taxi — the app dispatches licensed taxis under the same exemption. A group of 6–9 with children has one further constraint: no taxi or app in Japan seats more than 5, so the 9-seat HiAce is the only way the family, the luggage and the fitted seats travel in one vehicle.

Two fitted seats is the most an Alphard has carried in our bookings; three is the most a HiAce has. Above that, or with more than 9 people, we quote two vehicles rather than squeeze.
Are car seats required in taxis in Japan?
No — and that is the whole problem. Article 71-3 (3) of the Road Traffic Act says a driver must not carry a child under 6 without a child restraint. Article 26-3-2 (3) (vi) of the Enforcement Order then lists the exceptions, and one of them is a driver in 'general passenger transport business' carrying a child who is a passenger of that business. In plain words: taxis and buses may carry your toddler without a seat and break no law.
Because the exemption exists, Japanese taxi companies do not stock child seats, and Uber Taxi — the product Uber runs in Japan — dispatches those same taxis. Landing at Haneda at 11 pm with a one-year-old, the taxi rank will take you — on your lap. That is legal. It is not what most parents want after a long-haul flight.
Is a child seat mandatory in Japan for tourists?
The duty is on the driver, not on the child's nationality. If you rent a car and drive, you must fit a seat for every passenger under 6 — rental companies rent them for a daily fee. If you are driven — taxi, bus, or a pre-booked private car — the driver's exemption applies, which is why the choice becomes yours: accept the lap, carry your own seat through the airport, or book a car that supplies one.
Japan's standards are ECE R44 and R129 (i-Size), so the seat you use at home meets the same families of rules. If you bring it, most airlines check a car seat free of charge; ask yours before you fly.
How do I get a child seat from Haneda or Narita?
Add it when you book. The RydAgent booking form has a child-seat line for each type — rear-facing infant, forward-facing child, booster — at ¥2,000 apiece; put each child's age and weight in the notes and the driver fits and checks the seat before pickup. Airport pickups can be booked as late as 2 hours before the flight lands, and the price is fixed per vehicle, so a family pays one fare, not one per head.

How many child seats fit in an Alphard or a HiAce?
We answer this from bookings, not from a brochure. In RydAgent's own booking data the Alphard has gone out with up to 2 fitted seats and the HiAce with up to 3, and those trips ran normally with the family's luggage aboard. Two seats in the Alphard use the two second-row captain chairs; three in the HiAce spread across the rows so each child has a proper belt path.
If you need more than that — three small children plus grandparents, say — tell us the ages and we will say honestly whether one HiAce works or whether two vehicles are the right call. A squeezed seat is not a fitted seat.
Should I just carry my own car seat through the airport?
It is a fair option for one child on a short trip: airlines usually check the seat free, and you know the model. The cost is carrying it through immigration and the arrivals hall with the rest of the luggage, then fitting it at the curb while a tired child waits. For two children, or a long-haul arrival late at night, most families we drive prefer the seat waiting in the car. Either way is fine with us — just tell us which, so the right seat position is ready.

Haneda to Shinjuku with a one-year-old — taxi, train, or private car?
For a properly restrained infant, a pre-booked private car is the only door-to-door option that arrives with a seat. Taxis and Uber Taxi are exempt from the child-seat law and carry none; the Keikyu line and monorail are fine for the child but mean stairs and crowds with luggage.
